- The applicant's parents/guardians must be receiving service from Wheatland REA. The applicant's parent may also be an employee or director of Wheatland REA.
- The successful applicant must register in, and attend as a full-time student, an accredited university, college, vocational or technical school of their choice. Reimbursement is required of college students who do not complete the semester for which the scholarship was awarded (normally the fall semester after the scholarship is awarded).
- Scholarships are open to high school seniors or any person planning to attend an accredited university, college, vocational or technical school.
- Any student interested should write a letter of application requesting consideration for a scholarship. This letter must include the following:
- Name and address of student, also their social security number and telephone number.
- Parent's name and address.
- High school attended.
- Name and address of college/school they are planning to attend.
- Major area of study.
- Summary of paid work experience.
- Summary of non-paid work experience and/or voluntary work.
- Summary of community activities participated in: Church, 4-H, etc.
- Summary of high school activities, offices held and awards received.
- Accumulative GPA for semesters completed.
- Composite ACT/SAT scores, if available.
- Travel experience if any.
- Future plans.
- Reason for applying for these scholarships.
- How many in your family are presently in college and what are your financial needs.

Note: You must attend a Wyoming college to be eligible for the Directors and Manager Scholarship. The Tri-State G&T and the Basin Electric scholarships may be used for colleges that are out-of-state.
